The Principal
Larry Blank , Principal of TAHOEconomics, holds a Ph.D. in Economics specializing in all aspects of public utility regulation, restructuring of regulated industries, and market development. He also is a faculty member at New Mexico State University 's Department of Economics & International Business and Center for Public Utilities where
he helps manage nationally recognized training programs and a Masters Degree program with an emphasis in utility regulation.

Dr. Blank's practical experience includes previous service as an Economist with The National Regulatory Research Institute at The Ohio State University, the Manager of Regulatory Policy & Market Analysis with the Public Utilities Commission of Nevada, and the Project Director for technical assistance and training at the Energy Regulatory Commission of the Philippines. His expertise includes all aspects of utility regulation, cost of service studies, project planning assessment, industry restructuring and market design, open access rules, tariff/rate design, performance based regulation, and the unbundling of rates. He has served clients both as an advisor and as an expert witness in dozens of cases. Dr. Blank led the implementation of the Telecommunications Act of 1996 and Nevada 's electric restructuring efforts on behalf of the Public Utilities Commission staff. He also directed a PUC Staff division responsible for the tariffs and rate design of all regulated utilities in Nevada .

Dr. Blank formed TAHOEconomics in 1999, and has served a number of clients including government agencies, customers, and industry. Dr. Blank has worked as an advisor and/or expert witness on over 160 utility cases.
